website with m.example.com sub-domain?

Is it better to have m.example.com sub-domain for small devices? I know I can write a responsive design, but the images will weight the same (though will be resized). What is a better way to improve load speed on smartphones and other small devices?

Responsive design, always. It's not just better design, it also makes business sense - a lot of people don't want to or bother to use a separate website or an app, which often is limited in some way or works differently. They want the same experience but in smaller form.

How about m.facebook.com? Yeah, I use bootstrap but you're right, I should somehow change bigger images with smaller ones when screen size is small. It can be done with Js right?
