I want to become a frontend developer ... I have seen many usual and popular websites lack 3d animation ( shopping, backing ,govt etc..) So, is I should focus on 2d styling css or 3d styling css As of emerging trends 3d animation is increasing in websites day by day .....

Do u know why shoping, backing, govt, etc, websites dont have 3d animations? It's bc they don't need them lmao. At some point visual appeal just becomes inconvinient. Every line of code u write on frontend increases the time it takes to download the page, uses resources of the user's device and usually makes it harder to retrieve information or achieve a task you came to the website to do.
Focus of frontend of a business/govt websites should be making a convinient, easily usable, intuitive application that is also lightweight and fast. Animations are secondary.

If you think you can bring value to a company with 3d animations, get into it. It'll make you stand out from the crowd for sure.
The puzzle to solve is how to convince that the animation brings value and what it's worth.
For some displays of information, you could say that a 3d animation takes over a regular sideshow or carousel.
As Aleksei Radchenkov said, there is a trade off of performance and maybe that's why the sites don't have them. However, technology is always changing and expanding, making long load times shorter and so on.
