How to create a blog website from scratch?

Question

I have client who asked me to create a blog website for him (he is from non IT background )
He add blog daily
Which tech i use to create ?or if i want create from scratch how i do this i have no idea but i know html css js react js node js

You can use simple text editor like notepad ++ (for pc) to create a blog . But you have to download the notepad++ (text editor) software for pc . And then choose the language which you want.
I would recommend Notepad++ software because it is light weight , free, and it has user friendly interface also many languages are there .
