Target attributes specify where a web page is opened.

So is it possible to specify a BROWSER as a target attribute, like chrome for instance? If yes, how?

No. Attribut 'target' of <a> html element << specifies where to display the linked URL. It is a name of, or a keyword for, a browsing context: a tab, windows, or <iframe>. >> ( https://developer.mozilla.org/en-US/docs/Web/HTML/Element/a )
