Who are you? Sounds a bit rude, but don't take it that way. 😉 There is no single best app. It's all about who you are and how you like to work. If you just love coding, a good free texteditor can do (I'm using notepad++) fantastic things together with some decent graphical software. The quick result way is of course WordPress or other CMS (I'm a Joomla fan... ). If you have to much money to spend, you can always get Dreamweaver and Photoshop. Old favourites for pro"s, but way overpriced for most people. Do you like the coding best? Or the graphical design bit? How much money do you want to spend? Mac, PC, Linux, Android? A lot of things influences what the best software is for you. I started by taking some online courses in web design and tried out a number of software (mostly free) until I found my creative way. I hope you will find yours! 😃 It's out there, but it's for you to decide which is best...

I love using WordPress though, and i have tried using joomla also.
Joomla designs are more better than WordPress designs.
