Can create an app using HTML+CSS+PHP?

I would like to create an app with an open source code and so am thinking of using PHP instead of Java,will it work?

You can write the code without js

You will have to include javascript for users to interact with your app but remember this web app will only be able to be viewed online because it is being loaded from a server.
