How do you build an app

I was wondering how to make an app but I cant figure out how, does this app even teach that?

Step 1: Learn programming
Step 2: Learn a language you can run natively on your mobile operating system. These are Java/Kotlin for Android and Objective-C/Swift for iOS.
Step 3: Learn the Android/iOS APIs.
