Is necessary to know how to design a web to be a web developer?

I have heard that a web developer is not a the same as a web designer and I don't understand how that works. Does a web developer depends on the web designer? Or can a web developer design his own webs?

A web designer focuses on the visual side of a website, layout, colors, and user experience. A web developer writes the code that makes the website work. You don’t have to be a designer to be a developer, but knowing some design basics helps a lot, especially if you’re building your own projects. Many developers do both, but on bigger teams, the roles are usually separate.
