Do I need Python to create intranet portals?

I started learning web programming in the goal of creating an internal portal in my company I haven't any background in web, this portal should help to reduce paper usage
I have good Sql skills, do I need python? or shall I learn PHP ?

Both PHP and Python will manage SQL easily, but PHP is exclusively for web, while with Python you can do lots of other stuff.
