Floor division and modulo operator

Why is 1 % 2 = 1? I understand that 13 % 4 = 1 because 1 is the remainder of 13 / 4, but I don't see how the first modulus works. Can someone explain this please?

in modulo the remainder is returned, but in quotient what happens to the remaining value after the no of times a value can go into another value is found?
