There are many editors out there you could use to create an html file on your android device, examples: Acode(which helps in creating a local server to run your webpage on either the app or your default web browser) or Mobile C.

Search through the internet and find free hosting websites, they are few of them and have some limitations, but I think the best choice for you is to use Github server which you can upload your file and get the public URL.
Anyway search it, you can see the results; check the conditions and limitations and see if they're useful for you.
