How do I resolve this?

I set up the entire base of the site with HTML but when I go to make the css, it never goes, the commands that I write in the css appear on the site instead of being modified. What am I doing wrong?

Pode ser que esteja esquecendo de linkar o arquivo .css na página. Tenta fazer direto na página, nas tags STYLE pra ver se funciona
