If you want to develop something yourself, you have to learn any server side programming. Plus you need a heavy server to store all the videos and files. These cheap $10-20 servers won't do.

Also you need investors to advertise your product. Also it would take a lot of time.

Can't tell you about the cost as I'm not a CEO of a billion dollar company. But it's gonna be expensive until apple finds you somehow and buys it for like a million dollars:)
