Where am I suppose to programme HTML and html5

If by where you mean an ide,you can do it in notepad. Of course there are a lot of ides, check Atom, sublime text for start.

Dreamweaver or similar programs work like a charm when editing html files but standard text editors like notepad ++ and gedit work too
