The starting point is the Google Play Developer Console. It is Google’s dedicated dashboard for developers that lets you manage your apps in the Play Store. Google has a one time $25 registration fee which you need to pay before you can upload an app. Google says it encourages higher quality products, i.e. less SPAM.

I have developed apps using Android studio... I agree with Cory. The first thing you need is a Gmail account, then visit the android developers console. After your initial installment payment of $25 you will be able to upload your apps to the market. You will have to insert your own media and verbal content.
