yep, HTML is a good start. but if you want to dive into programming, start with python or ruby. they're beginner friendly ;)

you can't really chose one 'best' language, as a beginner try html, it quite simple and you can see the output immediately in a browser, sound cool nah?😁

if you need web try html its not languange but its still close to basic syntax programming.
if you need desktop programming i preffer to learn Pascal , the syntax is very usefull for beginner who not look a code in first time

if you want to learn I think python is the easiest language to learn the maxi concept of programming it is so suitable to beginner, but if you learn from the frist time java or c++ it will me be some diffecult at frist but after get in one and learn it good , after that any other
language you can learn it fast and in small period ,
but to be so good in programming the most important factor is to practice and write coding and learn from your fault, good luck to you

python is definitely a strong way to start and get you set up to program but if you want to get a job you should probably learn c++ or something similar.
