Django views are not your front-end. It connects your back to the front-end. For example, when you request an URL, it will point to a view. This view directs what to do in the backend. Perhaps, it will direct to get some data. This data can then be passed from the view to your templates(html files). The view is also what returns the template files to be viewed. You can also have a view without doing anything except returning some template files. It isn't really possible without views. Also, remember bootstrap is a framework to design your html files and not return them or serve them to be viewed.
