ahmm! ya it is Gboard - the Google keyboard ,u can download it from playstore.

in the keyboard! U can see the " , and a smiley face together. if u long press it.U can see three things the middle one is the emoji face. there u can find smiley faces and then fruits ,veggies ,flags , vehicles like that ! but i don't think there is something like Alphabets in blue color !
