As Amir said, it's just a markup language that's used to arrange elements on a page. JavaScript is a client-side programming language for websites (it's also server-side if you're using the NodeJS framework). JavaScript is what will help you add a lot of the functionality you need with your website. PHP and ASP.NET are both server-side programming languages, and if you don't plan to use NodeJS, then I'd recommend you learning one of those along with SQL/MySQL.

Not really. It's a markup language and it is not turing complete therefore we do not classify it as a programming language (although there is some debate over whether it can be used to code a rule 110 automaton)
