there is no such thing as objectively best book. it's always best for somebody. I'd start with something to that has 'for beginners' in the title and carefully read available reviews, and then would buy a used one. I like most CSS 3 - the missing manual, and then Eric Meyer's books on CSS. Also fantastic series HEAD FIRST - super for introduction. new are very expensive. on top you have tons of excellent free interactive introductory courses on the web. also check YT. good luck
