Which is the best program to use for write HTML+CSS code?

That's completely subjective. For me personally, I think WebMatrix 3 is very well designed, and it's free. It's packed with a lot of features that make my situation much easier. Good IDE, can remote into my server so it updates "automatically," and did I mention its free?

It can be done in most text-editors, and it really comes down to what you feel is the best. Personally, I really like Atom and Sublime text for HTML, CSS and Javascript code.

For me, webmaster light if iam using the mobile because it's very organized and light. If iam using the laptop, Notepad++ is the best.
