I hate to break it to you .... but No, at least i don't think so and here's why:

1) HTML and CSS are NOT programming languages. they are Markup languages
2) They are too Weak to do anything special or money-worth
3) You cannot control behavior with only these 2. you'll at least NEED Javascript

if you master Javascript, a framework and one or two libraries of it like Angular, React, Node, JQuery and etc... then you can be (and will be) hired as a freelancer with GOOD payments
