I think css work with html that way for web pages
To give your program a nice shape like Botton and stuff you should work with visual basic he is kind like css to html
He give you options to present your program you just have to write the program normally and then i port it using visual basic and you can give it the appearance you want other than the black screen
But you need to learn handling it too, it fun to use
