Making a game with only Html/Css will be very much limited... and unnecessarly heavy ^^
To create a web game, you should learn and use some Javascript ( less or more, regarding what kind of game you expect ).

Describe more what kind of game you plan to make for getting more accurate help... Maybe say also precise your level of Html/Css knowlendge :P
