in normal web browser both looks same only but considering user like blinds while they are using some screen readers bold will be readed as normal text only, but strong text it will read with a little high tone so that they can understand its some thing important.

basically bold use when something needs to be catching for eyes, strong use while the content is important.same way <i> and <em> also
