I'd say: c# (bc of its structure and "complex simplicity")
python is easier
java is just "c# but other way round"
c++ a bit harder yet has a lot of functionality

I'd say HTML, CSS, JavaScript (I began with HTML, and I find it easy to learn) for web development. For apps, programs etc I suggest to you Python (it's really easy), C#, Java, C++ (a bit harder but practice makes perfection).

Depending on what you want to do. If you want to, in the future, enter web design then HTML, CSS, Javascript and maybe even a server-side language like PHP.
If its games / programmes you want to make then languages like the following will suffice: C#, Python and Java
Languages like C++ and Swift MAY be a bit difficult so i wouldn't recommend them but its your choice.
**MY OPINION** I Would HIGHLY Recommend Python as a starter language because it has removed all the 'NASTY' requirements like using the ';' at the end of each line. Python will also introduce you to data types, functions and procedures really well and might i say pretty easily.

HTML is easier for web. You can make it complicated using PHP also. For gaming, most of the languages are complex and much difficult.
