HTML is the fundamental base for making sites. But facebook is mostly designed using PHP. You have to learn HTML, CSS and PHP.. As well as use of Javascript.

Depends on your passion to achieve. HTML will take you a week tops and CSS a few weeks. You'll learn to make sites in a month or even less. I am not so sure about PHP and Javascript. Its best to find a great tutorial online and Yes. Practice a lot
