For example, if you have two html file, a.html and b.html you can do the following:
<frameset cols="50%,50%">
  <frame src="a.html">
  <frame src="b.html">
</frameset>

Keep in mind that these tags are no longer supported in HTML5. You should you div tags to divide the screen into separate parts.
