Xamarin used quite a lot these days(c# and xaml) or Android studio( java and xml probably)
And xamarin is cross platform as well so you can use the same cide for desktop, mobile ir any other os/platform as well but you need visual studio for that😐
also you can use Onsen UI, Ionic or Electron js(for Mobiles phonegap is used) as well
