If he/she/it is smart enough you can program him/her/it just by talking to him/her/it in your native language.

First thing, 1) You need to be good at electronics 2) You need to know how to code 3) (Related to first)you should be able to build your own electrical circuits If you can tick all the above things Then get started with Arduino / raspberry pi Learn Arduino c / python That's it, read their manuals if necessary

I know only arduino or stm32 chip for robot. Maybe Raspberry Pi
