Not just c++ is used. The compiler construction of many operating system is in c. Mac os is written in objective c, while the compiler is written in c. The apps in the OS may use other programming languages like python etc. All kernels will also use assembly language. So there's not only one language creating the whole Operating System. But mostly C and C++ is used.
