Please whats the relationship between python 3 and php??? And can both be used at the same time while programming??

PHP is a language designed for web backend development.
Python is a multipurpose language that can tackle a much larger variety of problems.
It doesn't really make sense to find a connection, if you want to decide what to learn, do not pick both.

There are different languages, no direct relationship.
Both languages cannot be worked together directly,
However you could build some microservices from different languages and use Rest api to communicate between them.
