It looks like you've taken all the courses and found the Code Playground, so I'm not sure what your question is about.

If you want to set up files at home and pull them up on your desktop web browser, you can do this:

Once you've got something to publish, you will want to look into domain names and hosting services (or setting up your own server, etc.).
