Use a Virtual Machine but it's prone to crashes and bugs especially when Xcode /OS X gets an update. It's not as smooth as a real Mac as well. You will need a real Mac machine if you want to submit an app to the app store. However the next option will suffice.Buy a refurbished Mac. They're cheaper, usually older models but they're resold by Apple as new (any issues will have been fixed). The Mac mini should be the cheapest.
