Can a programming language be used to make another?

Can a programming language be used to create another?if no why.And if yes examples of the programming languages you can use and how much effort is needed to create one.Also can two languages collaborate to create?

All the programming languages are written in another language. Except Machine lang I guess..šŸ˜‚

@Jan Markus Whoa! That's on another level of meta, but I guess you could, because Brainfuck is a Turing complete language. EDIT: I think you meant compiler.
