my question is, while writing an actual webpage, would you literally place quotations around the values? i.e. "center", "10%" or are the quotations here just for the readers who are learning the language?

hey, when i code x = [1,2,3] print(x) ->>> I get [1,2,3] When i code x = [1,2,3] print(x[]) I get an error How do i print 1,2,3 on my console without the '[]' around my numbers? how do i print my whole list?

If you were to use a horizontal line and want to make it a certain color, how would you also make its width different? I can't wrap my head around THIS one. for example: --<HR COLOR="#00FF00"/> This makes it green, but I can't add width in there. is there some certain way?

what languages are needed to allow customers to upload a form to a server, which can then be displayed on another page (Similar to ebay). i cant wrap my head around what code is needed (other than the method=post)...i have created a database using sql but cant make sense of how to allow a user to enter details...for it to then appear on the home page of my website for example. many thanks!
