There isn't a toughest.Different people learn different languages at different speeds and have different perspectives on which is the toughest

Brainfuck is comparably simple. It's hard to get anything done with it. But the rules fit in a sheet of paper. It's a glorified way of typing basically.

But yeah, it will be an esoteric language, that is a deliberately hard language . My take is Malbolge.
