Best language for beginners?

I want to make applications for windows and android but I don't know where to start. Is HTML a good place to start to get the basics?(Yes I know HTML is used for websites but some people recommended starting with HTML)

HTML or batch for windows note batch is VERY simple and so will not allow you to build complex GUIs

but you can also build Android application using the web developing languages (html5, css3, JavaScript, PHP) as there are many developers who are actually using these languages to build apps out there.

html is not a programming language , html is a markup language . it will help you at start , it is a good way to start understand the logic and how codes work , but programming languages are more complicated I hope I didn't panic you by saying that :D anyway in my opinion you should start with python . for me python is the most easy to learn and use language and after you advance on python you will be able to understand other languages easily as well . you can run python easily on Windows and Linux and start "experiments" right away . I think you can even run python on your smartphone and do projects.
