Each program contains one wrong line. Each program can be shortened by one line. It follows that each program can be truncated to one line that is wrong.
Maybe two bugs make program working when they cancel out each other :-)
A computer program will always do what you tell it to do, but rarely what you want it to do. To err is human, to completely foul things up requires a computer.
