yes of course, CSS are the beauty of a page, with your HTML you just can create the structure of your page, but with CSS you can give beauty to this.
After CSS > JavaScript >> PHP >>> MySQL.

CSS provides you easy way for styling your HTML page, you can write one CSS rule and apply it to a certain tag, so you wouldn't need to set it up on each of the tag, at the very least you would be writing less in HTML with CSS help, so go for it.
