If your page is being viewed on different screen sizes, setting min and max width/height can save a lot of headaches.

can it be resizeable?means suppose there is min-height..so can it increase the height if required?

Samuel you set limits so as to regulate the extent to which a site user can readjust the site pages. even your phone screen has limits to which images can be maximized or minimized. so these values are usually set in order to define the range of options available to a user.
