A coder refers to a programmer. A programmer is someone who writes computer programs.

I'd say there is no difference, but if we are to invent one, I'd say any programmer is a coder, but not any coder works as a programmer. So, coder would be anyone who codes, programmer would be one who is paid for coding ;) But no, I don't think there is any difference.
