Needed suggestion of creating online test of 10 multiple type question and answers with negative marking showing test time flow.

Which languages are must and what procedures or coding look like? Can it all be done totally client side? What is the easiest way to do it all weather it is client or server side operation?

You can easily make a test with HTML, CSS and JavaScript. Unless you want your users to be able to save their scores on a profile, you can do this completely client side. There are some great examples here on SoloLearn under the course playground or online - just please do not copy the codes as this is a violation of the creators intellectual property. w3schools.com may also have some beneficial tutorials for you to use.
