yes ! install the required software and start using any language for example, if you want to learn JAVA, install JDK from oracle website if you want to learn Python , install Python software from python official website (search Google)

You can use pirate versions of OS. However, I encourage you to go orange... Use Ubuntu. It's 100% free and never insert a serial or activation code.
