pycharm for python
rubymine for ruby
Dev C++ and code block for C++
Xampp for php and sql

In what language do you want to write? And what do you mean with "programming tools"? A code editor? I'm assuming you have no prior experience with programming. In this case, choose whatever you like. For example, "Sublime", "Atom", or "Visual Studio". If you want to write HTML/CSS/JavaScript, then even Window's preinstalled "Editor" will do. Good luck in your endeavour! :)
