What happens if all users have the same XP in the leaderboard?

If you ranked up in the leaderboard you have three sections.

Ranked up to higher league.
Stay in the same league.
Ranked down to lower league.

Which player will be ranked up, down and stay?

From what i've seen, positions 1-15 are being leveled up, from 16-23 users freeze and 24-30 they level down. If you are in lowest league Mercury, then you can't level down. You can only level up (1-15positions) and freeze (16-30positions).

If users have the same XP, they will be ranked by the time of earning XP or joining the Leaderboard

A͢J they are currently not sorted after level. So I'm not sure about that.
