First what language will the app be using? If its java (apps for Android) then you are on the right track. From here you might want to look "Android Programming". Then u ready to roll

Good. If you are familiar with java, then i would suggest u move onto do "android development for behinners: how to make apps" from udacity.

You can use Android Development Studio to make apps for Android Phones. For developing Windows app use Eclipse.
