I know that java is good for making android apps
But which is more accessible to the public an android app or a website? And which is easier to learn making android apps or making websites?

I think Android is quite common but the usage of your app would be restricted to devices running with this OS...
Web stuff works, due to modern browsers, relatively independent of devices.

On the other hand: After installation, you can run Android apps locally on your device even without Internet connection (depends on what your app is supposed to do). For a web app you'll likely need to host it somewhere and and people need permanent Internet connection.
