it is an installer package file meant to be executed by msiexec.exe on windows, it makes it easier for software developer to make an installer/uninstaller for their software

It stands for MicroSoft Installer originally, now known as windows Installer. Essentially, it packs the contents of the software, and a bunch of metadata which holds instructions on what to do when installing them.
