Can’t say that, because can cannot exactly say that higher ranked person has got a good rank due to challenges. He/she might had also got a good rank as he unlocked badges by answering question in q&a section.

depends on how one have achieved that rank( just like Mohamed Arshad said) and in which language you are challenging him/her.
for example :- I am level 7 but if even a level 2 person challenges me in java then I will definitely loose as I don't know anything about java.
